For the next five years, where is the best place to have a wind development pipeline? Lower wind resource regions with high electricity and renewable energy credit (REC) prices? In states most affected by the Environmental Protection Agency's (EPA's) Clean Power Plan? Or high wind resource regions with the lowest costs to build?
